The following is a rough outline of when certain testifiers and some committee members spoke:

(2:56) Michael Dahl, Public Policy Director with HOME Line provides an overview of why the time is ripe for the Legislature to pass the Minnesota Tenant Bill of Rights.

(8:40) Maple Grove tenant Peggy Larkin testifies about her (several) successful struggles to prove to her landlord that she paid her rent as well as a 2-year ordeal to get her landlord fix a leaky ceiling became a mold hazard.

(12:30) Anoka tenant Melissa Lenart talks about a month-long struggle to get her landlord to address backing up sewage and no running water.  Eventually the City of Anoka had to fix the problem on Christmas Eve because the landlord did not.

(15:30) Rep. Drakowski asks the witnesses why they didn’t just move if their conditions were so terrible.  Peggy and Melissa give great answers.

(23:30) Legal Services attorney, Larry McDonough details the proposals in the Minnesota Tenant Bill of Rights.

(48:30) Jack Horner, with the Minnesota Multi-Housing Association, outlines his organization’s concerns.

(1:05:30) The Civil Justice Committee members begin asking questions of the witnesses.

(1:19:20) Rep. Jackson, also a landlord, speaks up for particular provisions in the Minnesota Tenant Bill of Rights.
