The University of Minnesota Twin Cities campus is facing an over-occupancy problem. In many buildings there is an un-written understanding between tenants and landlords. This clandestine agreement helps protect landlords from inspectors and allows students receive more affordable housing. This article in the Minnesota Daily discusses the obstacles faced by those trying to address the occupancy problem and ways students might be able to better their housing and housing for students to come.
