Minnesota eviction filings remained elevated through September, with 19,221 filings statewide; 1% more than the same period in 2025 and 6.8% above the 2023–25 average. The statewide picture masks significant regional differences: Hennepin County saw filings increase 6% from 2025 and 11.7% above the three-year average, while Minneapolis was up 4.8%. St. Paul and Ramsey County saw substantial declines, down 15.4% and 9.7%, respectively. Greater Minnesota was also slightly below 2025 levels, down 0.9%.

September offered some signs of improvement, with statewide filings down 4.6% from September 2025 and filings also declining in Minneapolis, St. Paul, Ramsey County, the seven-county metro, and Greater Minnesota. As we have commented in previous updates, it is conceivable that the comparatively lower filing numbers in St. Paul and Ramsey County are at least partially influenced by the City of St. Paul’s policy intervention (temporary 60-day pre-eviction notice). Further, it appears likely that emergency rental assistance interventions, such as the $40 million appropriated by the Minnesota State Legislature has had an impact on statewide eviction filings since the funding was announced to be available for applications over the summer.


Unfortunately, the cumulative numbers show that eviction pressure remains elevated, particularly in Hennepin County and Minneapolis, where filings remain above recent historical averages.
