PLEASE NOTE: As of January 1, 2024, there is now a statewide minimum heat requirement in Minnesota tenant/landlord law: MN Statute 504B.161 Subd. 1 (a) (5). This law requires landlords to “supply or furnish heat at a minimum temperature of 68 degrees Fahrenheit from October 1 through April 30, unless a utility company requires and instructs the heat to be reduced.”

Important: the below list of city heat rules was last updated in December 2016. Cities regularly change their ordinances, pass new ordinances, and repeal previous ordinances. That means you can’t necessarily rely on what the table below says, because any one of these cities could have changed their ordinance. When in doubt, call the city.
Tenants who pay their own heating bill directly to the utility company are usually covered by Minnesota’s Cold Weather Rule, which begins October 1st. However, tenants living in rental housing where the landlord controls the heat have different rights.

This wide range of local heat requirements coupled with the ambiguity of state law demonstrate the complicated mix of rules and regulations that many renter households must navigate to achieve basic safety and well-being in their rental homes.
