City of St. Paul Rent Stabilization Form Letter — Contesting a Rent Increase

Form letter last updated May 2023

Below is a link to our form letter for tenants in St. Paul who want to dispute a rent increase over 3%. The letter requires you to complete some calculations and fill out a number of blanks. The letter states the landlord has 7 days to provide information about the city approving the increase above 3% (and related documentation), or the landlord can rescind the rent increase. If the landlord fails to do either, the tenant can then escalate the issue by submitting a complaint to the City of St. Paul. Information about the rent stabilization ordinance, related rules, and relevant documents/worksheets for landlords to complete are available on the city’s website here. If you are a renter in St. Paul and have a question about your situation, please contact our tenant hotline for free and confidential legal advice: 612-728-5767 or email-an-attorney.
