HOME Line webinar recordings on COVID-19 issues & phaseout of eviction moratorium
Since April 2020, HOME Line has hosted webinars for multiple audiences to share information about current legal issues that Minnesota renters are facing during the COVID-19 pandemic and answer questions. We’ve also had on a variety of guest panelists to discuss different aspects of how the pandemic is impacting rental housing in Minnesota. The recordings are available below. 2022 Webinars
- January 12, 2022: An overview of HOME Line’s 2022 legislative agenda with special guests (and bill authors) Sen. Kari Dziedzic & Rep. Kaohly Vang Her
- February 2, 2022: Attorneys Max Tsai and Shana Tomenes from Housing Justice Center on RentHelpMN
- February 23, 2022: HOME Line legal staff provided an overview of the end of Minnesota’s eviction moratorium and answered questions from the audience on a wide variety of tenant/landlord legal topics.
- March 23, 2022: Fourth Judicial District Housing Court Referee Tiffany Sedillos discussed new pre-eviction notice requirements some cities in Hennepin County have enacted and shared updates about Housing Court proceedings.
- April 13, 2022: We were joined by Jesse Anderson, the Deputy Director of Community Development with the city of Brooklyn Center, and Fadumo Mohamed, a housing organizer with ACER. They gave an overview of the new Brooklyn Center pre-eviction notice & just cause ordinances.
- May 18, 2022: HOME Line legal staff provided an overview of the end of Minnesota’s eviction moratorium phaseout protections (set to expire on June 1, 2022), and answered questions from the audience on a variety of tenant/landlord legal topics.
- May 25, 2022: An Overview of Tenant/Landlord Law in Minnesota. HOME Line’s team of eight attorneys presented a free four hour training/Continuing Legal Education (CLE) seminar providing an overview of Minnesota Tenant/Landlord law including forming a tenancy, lease agreements, property repairs, evictions, and expungements. This course was approved for four standard CLE credits from the Minnesota State Board of Continuing Legal Education.
- June 1, 2022: We were joined by Angie Wiese, Interim Director for the City of St. Paul’s Department of Safety & Inspections (DSI), and Stephen Earnest, Assistant City Attorney, who covered the recently adopted St. Paul Rent Stabilization policy—what the ordinance actually says, how it is being implemented, and what it means for tenants and landlords going forward. HOME Line legal staff also briefly shared information about the end of Minnesota’s eviction moratorium which occurred as of June 1, 2022. The guest speakers fielded a range of questions about the St. Paul ordinance.
- September 14, 2022: HOME Line Housing Attorney Andrea Palumbo and HOME Line’s Eviction Data Assistant Oscar Nieves Rubio covered the eviction filing rates in Minnesota during the phaseout of the Eviction Moratorium (June 2021-June 2022), as well as an overview of how HOME Line manages our Eviction Prevention Project data and letter mailings.
- October 26, 2022: HOME Line Housing Attorney Matt Eichenlaub covered general rules about heating rental properties in Minnesota.
- November 16, 2022: We were joined by Jessica Mikkelson who represents landlords in eviction and other landlord-tenant matters as an attorney with Heller & Thyen. We are applying for 1.5 standard CLE credits (MN) for this webinar.
- December 14, 2022: This webinar covered HOME Line’s legislative agenda during the 2023 Minnesota Legislative Session. HOME Line Policy Director Michael Dahl discussed the details of the legislation, the political environment it must navigate, and the grassroots support we expect is needed to get these bills past the finish line.

- October 6, 2021: Guest speaker Dan Hylton, Research Manager from HousingLink presented on trends in the Twin Cities rental market over the past year and a half—how the pandemic and eviction moratoriums have impacted tenants, landlords, and the broader market.
- October 13, 2021: Guest speaker Housing Stability Attorney Max Tsai from Housing Justice Center joined us to discuss the RentHelpMN application process. HOME Line legal staff also covered updates on Minnesota’s eviction moratorium phaseout, including the change in the rules and protections that occurred on October 12th.

- December 8, 2021: We were joined joined by a panel of housing attorneys from legal service providers throughout the state to hear about what is happening with eviction cases and court proceedings. Beginning July 15th 2020, we combined our twice-a-week webinars into a single, 90-minute weekly webinar for all audiences.
- July 15th – special guest panelist, 4th Judicial District Court Referee Melissa J. Houghtaling, who highlighted how how the court anticipates handling each type of case in Hennepin County and what they foresee for the future (post-peacetime emergency)
- July 22nd – covering the impact of Executive Order 20-79 that goes into effect on August 4th makes a number of changes to how the eviction suspension works
- July 29th – special guest panelist, Landlord Attorney Kim Tennyson, who discussed the current state of the law, how evictions may work after the moratorium is lifted, and how she’s advising her clients now
- August 5th – covering the impact of Executive Order 20-79 that went into effect on August 4th and made a number of changes to how the eviction suspension works

- August 26th – special guest panelist William Dane, Senior Staff Attorney, University of MN Student Legal Services, who discussed what student renters need to know about their rights during COVID-19.

She discussed how their office is enforcing the Executive Orders on Evictions. - September 9th – with special guest panelist Dan Hylton, Research Manager from HousingLink who discussed what they’re seeing in the rental market thus far in 2020. We also briefly covered possible impacts in Minnesota of the newly announced Federal CDC eviction suspension.
- September 16th – covering the Federal CDC suspension and the recent extension of Minnesota’s suspension until 10/12/20.
- September 23rd – with special guest HOME Line’s Public Policy Director Michael Dahl who discussed general logistical and political aspects related to the ongoing peacetime emergency.

- October 14th – we were joined by Mary Kaczorek and Luke Grundman from the housing unit at Mid-Minnesota Legal Aid (MMLA) to discuss eviction cases faced by tenants in Hennepin County during the pandemic–including how the moratorium exceptions are being exploited.
- October 28th – we were joined by HOME Line staff Andrea Palumbo and Leah DeGrazia, who reviewed research they completed reviewing the number and type of evictions that have been filed throughout the state during the pandemic.

- January 6th, 2021 – Our first webinar of 2021, providing updates on both the CDC and MN suspensions, including a recent decision in a lawsuit over the MN suspension
- January 27th, 2021 – We were joined by guest speaker landlord attorney Kim Tennyson. We discussed the current state of the law and fielded a wide range of questions from landlords, tenants, service providers, and many others.
- February 10, 2021 – Guest housing attorney speakers Katie Pauk with Legal Services of Northwest Minnesota and John Buhta with Southern Minnesota Regional Legal Services discussed evictions and the issues their clients are experiencing in their organization’s service areas throughout greater Minnesota.

- April 28, 2021 — A Year With (Almost) No Evictions — Analyzing eviction cases filed during the pandemic. HOME Line staff Leah DeGrazia and Andrea Palumbo reviewed their research into a full year of eviction filings during the pandemic and eviction suspension, outlining interesting trends, cases, and outcomes.
- May 12, 2021 — Current status of Eviction Moratoriums, state legislative discussion on an “off-ramp,” and Q&A.
- May 18, 2021 — Homeless Prevention Planning for the Eviction Moratorium Off-Ramp (in partnership with Minnesota Engagement on Shelter & Housing) — for FHPAP stakeholders. This session included a panel of housing organization staff sharing strategies their communities are considering in preparation for the moratorium off-ramp.
- May 19, 2021 — Updates on eviction suspension and possible “off-ramp” at the end of MN legislative session. HOME Line staff Rachael Sterling and Michael Dahl joined to provide updates on preparations we are involved in for the end of suspension, as well as news on legislative negotiations.
- June 9, 2021 — Updates on suspensions, including recent Federal Appeals Court Ruling on CDC order. We were also joined by HOME Line Public Policy Director Michael Dahl who discussed legislative negotiations on the suspension “off-ramp.”
