We’re excited to share our 2025 Annual Report that provides an overview of the advice, education, advocacy, organizing, and overall impact HOME Line provided for Minnesota renters last year. Highlights include:
- The Tenant Hotline provided free and confidential legal advice to a record 20,241 renter households, from all 87 Minnesota counties—most frequently helping with repairs, evictions, and security deposits. Approximately 1,200 households were advised in Spanish, Somali, and Hmong by HOME Line’s multilingual legal staff.
- The Eviction Prevention Project mailed over 25,000 multilingual resource letters encouraging every renter impacted by eviction in the state to reach out for free legal advice during one of the most stressful moments of their lives.
- Legal and organizing staff led 147 tenant/landlord public education presentations, training approximately 3,900 attendees on a variety of housing topics throughout the year.
- We stood up for the rights of renters via impact litigation, providing the courts with amicus brief expertise on key topics including anti-discrimination policies, illegal lockouts, housing subsidies, and eviction expungements.
- We published the Minnesota Tenant Bill of Rights (City Edition), and supported the voices of tenants advocating for stronger renter protections through the Tenant Narratives Project—while also providing tenant organizing and leadership development support to residents of buildings throughout the metro.
- With the enactment of a new statewide tenant organizing law supported by HOME Line and allies, we saw a 120% increase in organizing support requests from 2024 to 2025.
- HOME Line’s Americorps VISTA Organizing Program celebrated its 7th year—in 2025 members provided over 15,000 hours of service and engaged more than 1,600 tenants in efforts to increase tenant rights legal education and organizing, improve housing conditions, and build the capacity of more organizations to support renters throughout the state.
